Job description: JOB DESCRIPTION/SCOPE OF WORKPosition Title: Customs Clearance Transition ConsultantLocation: Abuja, Nigeria (with potential travel to Lagos and Port Harcourt)Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has two task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). GHSC-PSM provides health commodity procurement services and systems support that address all elements of a comprehensive supply chain, with a critical component of this objective involving efficient customs clearance processes. All task orders are implemented in Nigeria.This Scope of Work outlines the professional services to be provided by the Consultant. The primary objective of this short-term, billable assignment is to serve as the Customs Clearance Transition Consultant supporting the GHSC-PSM project under the strategic leadership of the Director, Warehousing, Distribution, and Customs, by supporting the project in transitioning customs clearance operations in the new model, acting as a key liaison by facilitating effective communication and coordination with relevant Regulatory Agencies such as Nigerian Customs Services, NAFDAC, SON, etc., and Federal Ministries, Departments, and Agencies (MDAs), and proactively identify, address, and resolve issues that pose bottlenecks to port operations, thereby enabling a seamless and effective shift in customs processes, and ensure the smooth implementation of GHSC-PSM’s port clearance mandate while maintaining full compliance with regulatory requirements and program objectives.Principal Duties and Responsibilities (Essential Functions)The Consultant will be responsible for the following key tasks:1. Required Qualifications

SupervisionThe Customs Clearance Transition Consultant shall report to the Director, Warehousing, Distribution, and Customs.Working Conditions/Duration of AssignmentThis is a short-term position in Abuja, Nigeria.
