Job Summary
- To drive HSSE leadership across the BU through the development and mentoring of HSSE team, continuous improving of BU HSSE performance and maintaining compliance with DIL Group HSSE Policies, Standards and Guidelines.
Roles & Responsibilities
- As part of BU Management Leadership, define a strategic vision on HSSE aspects which are relevant to the business and in line with the overall business strategy and goals.
- Provide for a clearly defined HSSE management system framework for the BU, identify and define the processes and procedures required by regulations and Group HSSE policies and standard to protect the health and safety of employees, subcontractors, affected communities and the environment.
- Ensure a robust Change Management system is in place to capture all HSSE related risks and identify the associated controls to ensure relevant permits and authorisations are obtained and layers of protection are maintained.
- Define the HSSE competency framework to which employees should be working to within the BU ensuring personnel are fully aware of HSSE impacts and risks associated with their work environment.
- Ensure that adequate training programs are set up and effectively delivered in line with the competency framework and the BU HR policies.
- Working with the Operational Management team, implement programs and processes that increase overall employee development, engagement, and retention in HSSE.
- Ensure a regime of regular HSSE inspections and Occupational Health and Environmental monitoring is effectively undertaken by all BU Operations as part of the BU compliance verification system.
- In collaboration with the BU Operational Management team, develop and oversee the HSSE reporting system to provide relevant, reliable and comprehensive HSSE data and information in line with Group and external stakeholder (i.e. lenders, investors, stock exchange, etc.) requirements.
- Develop and deliver, if necessary with the support of Group and/or external qualified resources, effective audit programs to ensure the BU compliance with regulatory requirements and Group HSSE policies and standards and ensure that adequate correction action plans are implemented by BU Operations.
- Working with Operational Team, define:
- Suitable Leading and Lagging KPIs aligned with Group performance indicators.
- Annual Improvement plans around HSSE; and
- Track Leading and Lagging KPIs and report back to BU Top Management.
- Ensure robust HSSE incident and near misses reporting, investigation and follow up system is in place for all BU Operations and in compliance with Group relevant standard.
- Lead or oversee the investigation of major incidents in accordance with BU and Group protocols and standards.
- Prepare HSSE reports for the BU Leadership Team and external stakeholders and evaluate and, where appropriate, incorporate recommendations and comments emerging from the review of the report by internal and external stakeholders.
- Support the BU Management in dealing with lenders and investors during their Environmental & Social Due-Diligences and ESAP implementation process and actively participate to HSSE sector specific-initiatives (e.g. GCCA) where required.
- Work closely with Group HSSE to ensure ongoing interaction with Group and other BUs HSSE, alignment and sharing of best practices and learning opportunities.
Qualifications & Experience
- A Bachelor’s Degree or equivalent in Science, Engineering, or Environmental related discipline.
- A Master’s Degree is an added advantage
- Membership of the internationally recognised environmental/safety/health professional body e.g. IOSH, CMIOSH is an added advantage. However, the Chartered Health and Safety and/or Environmental Practitioner is preferred.
- Possess a good working knowledge of HSSE best practices relevant to the BU as well as of HSSE impact and risk assessment, occupational health and safety accident and illness prevention and protection techniques.
- Ability to demonstrable experience in the application of HSSE management systems according to accepted international standards (i.e. IFC Performance Standards, ISO 14001, ISO 45001, ISO50001, ISO 22000, AA1000, etc.).
- Proven track record in influencing positive organizational change inside organisation.
- 5 – 7 years’ experience with good working knowledge of HSSE best practices relevant to the BU as well as of HSSE impact and risk assessment, occupational health and safety accident and illness prevention and protection techniques
- Relevant experience working in an Engineering, Cement or Food Processing or Chemical environment and in the supervision and management of professional and administrative staff

- Ability to differentiate between negligible HSSE issues and issues of possible material impact. Know when and how to involve appropriate legal and technical personnel within and outside the company to address such issues.
- Project Management, negotiation, and presentation skill.
- Ability to persuade and influence successfully at all levels of the business
- Effective communication skills, both oral and written. Also, cross-cultural communication skills including public relations, liaison, and information sharing
- Possess problem solving skills in the context of operational requirements and HSSE regulatory constraints
