The Pan African University (PAU) is a flagship Institution of the African Union Commission, Addis Ababa, Ethiopia. This was the culmination of the decision of the Assembly of Heads of State and Governments of the African Union to create the Pan African University (EX.CL/579(XVII). It has five Institutes namely Life and Earth Sciences (including Health and Agriculture) at the University of Ibadan, Nigeria; Governance, Humanities, and Social Sciences at University of Yaoundé II, Cameroon; Science, Technology and Innovation at Jomo Kenyatta University of Agriculture and Technology, Kenya; Water and Energy (including Climatic change) at University Tlemcen, Algeria and the Institute of Space Sciences, South Africa.

Job Title: Head of People Development
Location: Lagos
Job Summary
- The People & Change (Training and Development) Manager will be responsible for developing and implementing comprehensive training and professional development programmes that support the University’s strategic objectives.
- The role involves identifying, developing, and managing the University’s top talent, creating and updating training materials, and overseeing all professional development initiatives.
- The incumbent will also manage policies and procedures related to talent development, performance management, and succession planning while ensuring that all learning and development programmes align with the University’s long-term vision and values.
Job Description
The responsibilities include but are not limited to the following:
- Serve as the principal advisor to the Senior Management Team on all People & Change-related matters.
- Lead the development, review, and implementation of People & Change policies and procedures.
- Liaise with the Industrial Training Fund (ITF) to process annual training cost refunds and ensure compliance with statutory requirements.
- Prepare and monitor budgets for training and development, ensuring efficient and accountable use of funds.
- Provide ongoing programme management and evaluation for all talent and leadership development initiatives.
- Develop and update policies and procedural guidelines that promote employee growth and organizational learning.
- Design and implement bespoke people development strategies to position the University as a best-in-class learning and people development institution.
- Coordinate training, performance management, and succession planning initiatives across all departments
- Identify, develop, and manage training programmes within the approved annual training budget.
- Develop and implement Health, Safety, and Environment (HSE) policies and ensure adherence to safety standards.
- Perform any other duties as may be assigned by the line manager from time to time.
Qualifications
- Bachelor’s Degree in Human Resource Management, Industrial Relations, Business Administration, or a related field.
- A Master’s Degree and / or professional certification (e.g., CIPM, SHRM, CIPD) will be an added advantage.
- Proven track record in designing and implementing training frameworks, performance management systems, and succession planning initiatives.
- Demonstrated experience in policy formulation, people development, and budget management.
- Minimum of 7 years of relevant experience in training and development, talent management, or organizational development, preferably in an academic or corporate environment.
