Job description: Operational Excellence Management System (OEMS)
- Monitor compliance with Safe Operating Procedures developed by WAPCo for Eastern Operations (LBCS, Itoki and Cotonou R&M Stations).
- Review job Safety Analysis (JSAs) regularly and recommend improvements.
- Coach employees in the use of hazard identification tools to ensure hazards elimination and control.
- Report, investigate and share lessons of incidents and near misses across the Eastern Operations, Track and report corrective actions implementation to HES Manager until closure.
- Verify to ensure that changes with HES impacts are in accordance with the approved Management of Change (MOC) document.
- Create awareness, monitor and enforce compliance with Motor Vehicle Safety Program (MSVP).
- Determine annual PPE requirements for assigned locations and make recommendations to HES Manager.
Organizing and Coordinating HES Programs and Activities
- Coordinate Monthly Safety Meetings for Eastern Operations (LBCS, Itoki and Cotonou R&M Stations) and Lagos Office
- Coordinate Levels 1&2 Emergency Response Drills across Eastern Operations (LBCS, Itoki and Cotonou R&M Stations) and Lagos Office in line with annual drill plan.
- Participate in HES audits and inspections of WAPCo Eastern Operations facilities.
- Organize Pipeline Safety & Emergency Response Awareness campaign for host Communities in Nigeria & Benin.
- Facilitate Drivers monthly safety meetings across Eastern Operations (LBCS, Itoki and Cotonou R&M Stations) and Lagos Office.
- Provide mandatory & site-specific HES trainings for new O&M Interns, contractors and employees.
- Provide HES induction for visitors, contractors, visiting employees and fresh employees.
- Create awareness, provide training and ensure compliance with Behavior-Based Safety (BBS) program in assigned locations.
Monitoring and Reporting HES Performance
- Track, analyze and report incidents monthly for Eastern Operations (LBCS, Itoki and Cotonou R&M Stations) and Lagos Office
- Coordinate monthly vehicle inspection and download of drive right report. Trend Drive right report for compliance and driver engagement
- Prepare monthly HES Performance reports.
- Monitor field compliance with Regulatory requirements and provide reports.
Implement the Emergency Response Program
- Review Emergency Response plans and recommend improvements and updates.
- Respond to emergency situations at all times.
- Identify hazards during the conduct of Emergency Response operations.
- Identify and recommend appropriate Emergency Response training for staff.
- Regularly inspect and maintain Emergency Response equipment.
- Advise on identified gaps, issues and observation during emergency response drills
- Track closure of emergency response actions
Contractor, Health, Environment and Safety Management
- Facilitate Contractor’s HES Assessment
- Develop Health and Safety database for high-risk contractors
- Facilitate Contractors Equipment, Tools and Personnel premobilization
- Review contractor health and safety plans and provide further mitigations where necessary
Working Experience and Academic/ Educational qualifications:
- A Bachelor/first degree in chemical engineering / process engineering; physical sciences; or other related disciplines, with a minimum of three (3) years’ relevant work experience of process safety/design or operations in oil and gas industry.
- Relevant postgraduate degree in HES or Engineering/Science related field will be an added advantage, as well as relevant safety certifications in Process Safety management / Risk-based Process Safety management, Environmental Management System (ISO14001) /Occupational Health & Safety (NEBOSH/IOSH)
