Job description: Our client is a foremost firm in the Marine Transport Sector of the economy, with local and international repute, situated in Lagos, Nigeria. The organisation has vast experience managing, enhancing, and improving navigation opportunities for the country’s waterways.We are looking to recruit a Monitoring and Evaluation Specialist to significantly improve the M&E framework to ensure compliance and sustainability of the project plan.This role is essential to the success of a major international project based in Lagos State.Job ObjectiveThe main purpose of the job

  • The job objective of a Monitoring and Evaluation (M&E) Specialist is to design, implement, and oversee M&E frameworks and systems that assess the effectiveness, efficiency, and impact of projects and programs.
  • This specialist aims to provide data-driven insights and recommendations that inform decision-making, enhance project performance, and demonstrate accountability to stakeholders. By utilising quantitative and qualitative evaluation methods, the M&E Specialist ensures that organisational goals are met, outcomes are measured, and lessons learned are incorporated into future planning and project design.

Principal Accountabilities and ResponsibilitiesResponsibilitiesProject Support:

  • Support the analysis and visualisation of primary and secondary data using statistical software such as Stata, PowerBI, etc.
  • Support the development, design, implementation, and supervision of data collection processes to generate evidence for formulation policy implementation on inland water transportation.
  • Work closely with the Project manager and the Social Development Specialist to conduct capacity building throughout the project’s lifecycle.

Policy Research and Formulation:

  • Contribute to developing and delivering high-quality policy and research outputs such as policy reports, briefs, concepts, and notes.
  • Prepare and deliver presentations, briefings, and other content on research findings periodically.
  • Initiate various strategic monitoring and evaluation activities, including crafting theories of change and monitoring and evaluation frameworks for programs, designing indicators and data collection tools, and facilitating the dissemination of findings.

Stakeholder Engagement:

  • Engage with local communities, government bodies, and non-governmental organisations to ensure that the waterway projects align with the social needs of affected populations.
  • Formulate strategies for ease of engagement during data collection and analysis activities.

Data Collection and Analysis:

  • Collect, track, and analyse data to assess the value and impact of different programs and interventions and translate these assessments into actionable insights and strategies to increase the impact of the Project.

Project Impact Assessments:

  • Regularly conduct thorough social impact assessments to identify potential effects of waterway projects on local communities (e.g., displacement, livelihood disruptions).

Compliance with Social and Environmental Safeguards:

  • Ensure that the project complies with national and international social and environmental standards, including those set by sponsor.
  • Monitor the implementation of social policies, such as gender equality, social inclusion, and safety standards for passengers and workers.

Monitoring and Evaluation:

  • Develop systems for monitoring social impacts and evaluate the effectiveness of social development strategies throughout the project’s lifecycle.
  • Lead the development of a result-based management system and support building capacity for implementation.

RequirementsQualifications & Experience(Experience, education, and certification required of the employee performing the job)

  • Bachelor’s degree in business administration, Economics, Statistics, or a related field. sociology/anthropology or a related field (master’s preferred).
  • At least 5 years experience leading social impact assessment for major infrastructure projects, including waterway projects.
  • Experience preparing safeguards documents using the World Bank Environmental and Social Framework.
  • Experience in donor-funded projects.
  • A high level of proficiency in English, both written and spoken, is required.
  • Experience in public sector or government projects related to waterways.
  • The desired candidate must be resident in Lagos State.
