The Foundation for Sustainable Smallholder Solutions (FSSS) is an impact-driven non-profit organization dedicated to improving the livelihoods of smallholder farmers across Africa. Through innovative, data-led, and sustainable interventions, FSSS enables farmers to access markets, financing, inputs, and capacity-building opportunities that drive productivity and food security.

The organization partners with governments, development agencies, and private stakeholders to create scalable systems that foster economic inclusion, agricultural resilience, and community empowerment. At its core, FSSS believes that impact should be measurable and sustainable, and the M&E Officer plays a vital role in ensuring every intervention is tracked, analysed, and optimized for greater efficiency and long-term value.

We are recruiting to fill the position below:

 

Job Title: Monitoring, Evaluation, Accountability & Learning (MEAL) Manager

Location: Abuja (FCT)

Employment Type: Full-time, Onsite

Reports to: Technical Team Lead

Role Overview

  • The Monitoring & Evaluation Manager will oversee all program monitoring, data collection, analysis, and reporting efforts.
  • They will design frameworks that ensure accountability, learning, and transparency while supporting project teams to integrate M&E best practices into program implementation.
  • This role requires analytical depth, technical competence, and the ability to translate numbers into stories that drive decisions.

Key Responsibilities

Monitoring and Framework Design:

  • Develop and operationalize project-specific and organization-wide M&E frameworks.
  • Design and maintain logical frameworks, results chains, and performance indicators.
  • Lead baseline, midline, and endline surveys to measure program impact.
  • Create digital M&E tools for field data collection and real-time analysis.

Data Management and Analysis:

  • Build and manage databases that track key performance metrics across programs.
  • Conduct data cleaning, validation, and triangulation to ensure data integrity.
  • Analyze quantitative and qualitative data for evidence-based decision-making.
  • Develop dashboards, field tracker and visual analytics (Power BI, Tableau, or Excel).

Evaluation and Reporting:

  • Prepare monthly, quarterly, and annual M&E reports summarizing project performance.
  • Support proposal development by contributing data-driven insights and indicators.
  • Document case studies, success stories, and impact narratives for communication and learning.
  • Coordinate external evaluations and ensure timely completion of assessments.

Compliance and Quality Assurance:

  • Ensure all M&E activities align with donor and FSSS standards.
  • Maintain confidentiality and ethical handling of data.
  • Contribute to the development of monitoring policies and standard operating procedures.

Learning and Capacity Building:

  • Organize regular reflection sessions with project teams to assess progress and share lessons.
  • Train field and program officers on M&E concepts, tools, and data management systems.
  • Foster a learning culture that promotes evidence-based adaptation and innovation.
  • Champion value chain study and policy implementation
  • Must have not less than four (4) International Journal publications annually.

Qualifications & Experience

  • Master’s Degree in Development Studies, Statistics, Economics, Agriculture, or Social Sciences (master’s preferred).
  • Proven ability to develop logical frameworks and manage large datasets.
  • Excellent communication, report writing, and presentation skills.
  • Familiarity with donor-funded project reporting (USAID, IFAD, GF, Mastercard Foundation, AGRA or FAO) preferred.
  • Minimum of 7 years’ experience in M&E roles within NGOs or development projects.
  • Advanced skills in data analysis and visualization (Excel, Power BI, SPSS, or Stata).
  • Experience using digital data collection tools (KoboToolbox, ODK, DHIS2, or CommCare).
