VAS LICENSE HOLDER FOR BRIDGE CALL FROM VIAMO 421 PLATFORM TO CALL CENTERS – BILL GATES FAMILY PLANNING PROJECTAbout ViamoMobile technology is revolutionizing how organizations engage with their end users. More than 96% of the world’s population has access to a mobile phone, meaning it is now possible to reach nearly every single person on the planet. Yet 3 billion people living in emerging markets still lack access to relevant, timely, and engaging information in their local languages, and their voices remain underheard. The organizations that serve them lack the technology and capacity to reach them, and many are unaware of the power of mobile technology to meet their organizational goals.Viamo connects individuals and organizations using digital technology to make better decisions.With more than 35 million people reached in 2021 alone, we are well on our way to meeting our goal of reaching 50 million people annually by 2023.Project OverviewThe intervention is to develop and test enhancements to Viamo’s interactive Platform 421 (IVR), to improve “Equitable Gender Engagement and Health outcomes” among key populations in Nigeria.GoalCreate an improved experience for users on the Viamo Platform which will lead to behaviour change and uptake of Family Planning (FP) products and services, in turn resulting in improved maternal and child health and empowerment outcomes.Platform PilotThis pilot, which will be conducted on a small scale to some users in Kano & Lagos, is to enable them to have access to professional advice from FP counsellors in a Viamo-powered call center by connecting them from the Viamo Platform to those “toll-free call centers.”Consultancy OverviewViamo is seeking a consultant or partner who:

  • is a valid Value Added-Service (VAS) license holder in Nigeria
  • has the capability to connect/bridge platform users who call the 421 shortcode on their Airtel line to 2 call centers (DKT or MSI) on MTN.

Scope of WorkThe Consultant will work as part of a team, and the scope of work will include, but not be limited to, the following:Bridge Calls from the 421 platform to 2 call centers (DKT and MSI)

  • Setup a SIP integration connecting Viamo via your SBC/MSC to DKT and MSI

Technical Requirements

  • Viamo will provide an application server to be hosted within the MNO partner’s data center (although not necessarily on the MNO core network). The application server will manage interactions for voice calls through integration with the appropriate network endpoints. This section describes the integration methods we support:

SIP Integration RequirementsTo send and receive voice calls from Viamo, our SIP application server supports SIP/RTP over IP.Details belowPhysical Connection:

  • Gigabit Ethernet (copper)
  • Initial call capacity: 240
  • concurrent channels, software
  • Upgradable to 3000 concurrent
  • channels based on demand.

Preferred Signaling Parameters:

  • SIP signaling
  • Media over RTP
  • Audio encoding: g.711 ulaw or alaw
  • DTMF: out-of-band (RFC 2833)

DeliverablesSuccessfully bridge calls from the 4-2-1 platform to 2 call centers (DKT and MSI)

  • Calls from Viamo via consultants’ systems should be able to reach the DKT and MSI call centers
  • A successful integration should have a great Audio quality and
  • Has the ability to support a minimum of 20 simultaneous calls to these 2 calls centers

Reporting and Work Relationships

  • The VAS license holder will report to the TechOps for all technical support queries.

Expected Timeframe of ConsultancyStart Date: June 9, 2025End Date: ASAP, no later than July 31, 2025Terms

  • This position is contingent on final approval from Airtel
  • Conduct a 2-weeks pilot test to see the effectiveness of the bridge call before full implementation
  • This position is for up to 30 days to run a pilot and finalize setting up the bridge call connections to the call centers

ProfileRequired

  • Has a valid Value-Added Service (VAS) licence to operate in Nigeria
  • Proven success of providing SIP integration to clients within Nigeria

  • A technical proposal detailing the response to the TOR (scope of work implementation plan, methodology to be used, and initial work plan)
  • Bid (financial proposal detailing the gross daily rates/estimated expenses (inclusive of all tax) in USD to be charged to Viamo and the duration of the assignment)
