Job description: Overview:Oxford Policy Management is currently seeking applications from experienced Team members to join a high profile public policy and risk assessment study commissioned by a large philanthropic organisation. The study will begin this summer and will last approximately one year.We are an international development consultancy working to improve lives through sustainable policy change in low- and middle-income countries. Position Summary:This study will assess the policy, legal, regulatory, institutional, and public investment risks associated with scaling agricultural innovations—across Sub-Saharan Africa and South Asia.These innovations include cutting-edge technologies such as AI-powered advisory systems, biotech seeds, decentralized fertilizer production, and more. The study will inform strategic support to governments in low- and middle-income countries to enable successful scaling of these innovations.Key Responsibilities

  • Support the delivery of comprehensive policy risk assessments for 10-13 agricultural innovations and their prioritisation criteria.
  • Support deep dive analysis for three selected agricultural innovations in Ethiopia, Kenya, Nigeria and potentially India.
  • Collaborate with a multidisciplinary team of policy researchers, economists, and technical experts.
  • Support collaboration with other consultants/ experts in delivery of project requirements including, but not limited to:
  • Prioritized lists of policy risks (drafts and final versions)
  • Country-specific deep dive reports
  • A structured taxonomy of policy risks.

Key Qualifications / Experience / Skills / Behaviours:

  • Master’s Degree in Agriculture, Environmental Science, Sustainable Development, Public Policy, International Development, Economics, Business, or a related field.
  • Minimum of 5 years of relevant experience
  • Proficiency in data analysis and policy analysis
  • Good in communication and stakeholder engagement skills
  • Good understanding of agricultural development, policy analysis, and innovation systems in LICs/LMICs.
  • Excellent stakeholder engagement and communication skills.
  • Familiarity with policy environments in Sub-Saharan Africa, and/or South Asia.

Desired qualifications/experience

  • Experience with economic modelling or policy prioritization frameworks.
  • Knowledge of AI, biotechnology, or climate-smart agriculture.
  • Prior work with philanthropic foundations or international development agencies
  • Ideally work experience in Ethiopia, Kenya, Nigeria, or India.
